提出加强党内法规建设是全面实施依法治国的重要方面,党规党法是国家全面实施依法治国法治体系的重要部分。民办院校党务管理是民办院校管理规范化的重要内容。依据党章和党内法规制度,论述了民办院校党务管理规范化的法规和制度基础:(1)党内法规基础;(2)民办院校党务管理规范化的直接依据;(3)民办院校党务管理规范化的制度基础。
It is proposed that strengthening the construction of laws and regulations within the party is an important aspect of the full implementation of the principle of governing the country according to law. The party rules and the party’s law are the important parts of the law system for the full implementation of the principle of governing the country according to law by the state. The management of party affairs in private colleges and universities is an important part of the management of non-governmental colleges and universities. According to the party constitution and the rules and regulations of the party, the legal and institutional basis for the standardization of the party affairs management in private universities is discussed: (1) the basis of the laws and regulations in the party; (2) the direct basis for the standardization of the party affairs management in the privately-run colleges and universities; (3) Management standardization of the institutional basis.
