“落实党风廉政建设责任制,党委负主体责任,纪委负监督责任。”自党的十八届三中全会以来,大多数领导干部对这句话已经烂熟于心。主体责任是深入推进党风廉政建设和反腐败斗争的“牛鼻子”。一些担任市委书记、市长职务的全国人大代表对牵住这个“牛鼻子”有深刻的体会。强担当,真正把责任扛起认识是行动的先导。如何认识主体责任,关系着这个“牛鼻子”能否真正牵住。
