政府采购制度的实行在发达国家已有二百多年的历史,而且发达国家是在市场经济发育比较成熟、市场体系比较完善的情况下实现政府采购制度的。在我国,虽然《政府采购法》业已出台,但我国政府采购制度尚处于试行阶段,各地分别实行的政府采购还面临着许多问题,诸如政府采购市场开放、政府采购项目范围、政府采购实体及管理体制、政府采购方式,以及政府采购信息系统和监督机制的建立等,亟待加以解决。
The implementation of the government procurement system has a history of more than 200 years in the developed countries, and the developed countries have implemented the government procurement system with relatively mature market economy and relatively perfect market system. In our country, although the “Government Procurement Law” has been promulgated, the government procurement system in our country is still in the trial stage. There are many problems with the government procurement that are implemented separately in various places, such as the opening of the government procurement market, the scope of government procurement projects, the entities and management of government procurement System, government procurement methods, as well as the establishment of government procurement information system and supervision mechanism, which need to be solved urgently.
