截止2010年年底,我国高速公路通车总里程达到6.5万公里。大批高等级公路建成通车大大缓减了我国交通瓶颈的限制,极大地拉动了经济的快速增长。由于我国高速公路经营管理工作刚刚起步,尚未形成稳定统一的管理模式,现行的管理模式都是在一般公路的基础上,结合高速公路特点和本地实际情况,兼容一般公路管理中可行的、科学的成分,本着“统一、协调、高效”的原则逐步建立的,还处于探索阶段。但是,在高速公路诸多管理模式中,企业化管理是最科学、最合理、最具生命力的,是高速公路管理模式的选择方向。经济体制改革进一步深入,现代企业制度建设步伐加快,对高速公路经营管理提出了更高的要求,高速公路管理企业化的趋势更加明显。
By the end of 2010, the total mileage of our country’s expressways opened to traffic reached 65,000 km. The opening of a large number of high-grade highways has greatly reduced the traffic bottlenecks in our country and greatly stimulated the rapid economic growth. Since the operation and management of the expressway in China has just started, a stable and unified management mode has not yet been formed. However, among the many management modes of the expressway, the enterprise management is the most scientific, rational and viable, which is the choice direction of the expressway management mode. The further deepening of the reform of the economic system and the acceleration of the construction of the modern enterprise system put forward higher requirements on the operation and management of the expressway. The trend of the enterpriseization of expressway management becomes even more evident.
