1999年11月15日,中美就中国加入世界贸易组织问题达成双边协议,从而为中国加入世贸组织扫清了最大障碍。迄今,在世贸组织37个要求与中国进行双边谈判的成员中,已有35个成员与中国结束谈判并签署了双边协议,尚未达成协议的仅剩下瑞士和墨西哥两国。目前,与这两个国家的谈判正在加紧进行,全部谈判近期将会结束。世贸组织中国工作组第十一次会议不久也将在日内瓦召开,就中国加入世贸组织议定书继续进行多边谈判,以便最终完成中国加入世贸组织的有关法定程序。与此同时,台湾当局也加快了申请加入世贸组织的步
On November 15, 1999, China and the United States reached a bilateral agreement on China’s accession to the World Trade Organization, thereby clearing the biggest obstacle for China’s accession to the WTO. So far, of the 37 WTO members that have asked for bilateral talks with China, 35 members have already concluded negotiations with China and signed bilateral agreements, leaving only the two countries that have not yet reached an agreement. At present, the negotiations with these two countries are stepping up and all the negotiations will be concluded in the near future. The 11th WTO Working Group meeting will be held shortly in Geneva to continue multilateral negotiations on China’s accession to the WTO protocol in order to finalize the relevant legal procedures for China’s accession to the WTO. In the meantime, the Taiwan authorities have also stepped up their application for joining the WTO
