居民消费价格指数(即CPI),通常用来反映一个国家或地区的居民生活消费支出变化。而低收入群体的消费项目和消费支出不同于一般CPI编制所代表的人群,若用常规CPI代表低收入群体,则不能反映低收入群体的实际生活情况。因此,政府需要另行统计低收入群体CPI,从而为在物价较快上涨时期为低收入群体提供生活保障提供求助参考。本文总结了当前实践低收入群体CPI的编制进展,提出了其编制存在的问题,并对低收入群体CPI的编制方法进行了构想。
The consumer price index (CPI) is usually used to reflect changes in consumer spending in a country or region. However, consumption items and consumption expenditures of low-income groups are different from those represented by the general CPI system. If the CPI is used on behalf of the low-income groups, the actual living conditions of the low-income groups can not be reflected. Therefore, the government needs to separately calculate the CPI of low-income groups, so as to provide reference for the subsistence allowances of low-income groups in the period of rapid price rise. This article summarizes the progress of the current practice of low-income groups CPI preparation, put forward its problems in the preparation of low-income groups CPI and the preparation of methods were conceived.
