随着社会的日益发展,科学技术的不断进步,信息的传播速度每天都在加快。人们与各国之间的往来日益密切,近几年来,航天业得到了快速的发展。但是,令人担忧的是,飞行事故也是层出不穷,航空器与航空器之间的碰撞时而会发生,空中交通管制安全风险预警决策被提上了日程,旧式的空中交通管制法已经无法应对航空器可能会出现的风险情况,亟待需要一些更科学的一些模式去处理这些情况,更大程度的降低空中事故的发生,更好的完善空中交通管制安全风险制度。
