政府机构是国家经济管理的实施者,政府机构设置及运作直接体现了国家经济管理理念和管理方式。深圳经济特区成立三十年来,随着经济社会的发展,不断推进行政管理体制改革,仅大规模的机构改革就进行了八轮,审批制度改革进行了四轮。行政管理体制改革适应了经济社会的发展,也反映了经济管理理念和管理方式的转变,反映了从计划经济走向市场经济过程中,国家对经济的管理从微观到宏观、从直接干预至间接调节、从管制到治理(服务)的转变。
