我国的专业技术职务聘任制度于1986年开始启动,至今已经走过了16年的历程。作为人事工作的一个重要组成部分,职称改革率先在传统的人事管理体制上打开了一个缺口。十年来的艰辛探索,已经在岗位设置、评审聘任、聘后管理等方面形成了较为规范的制度和程序,取得了显著的成绩。但是,不容质疑,由于受原有体制的影响,受旧的思想观念的束缚,以及与职称改革相关的各项改革措施不配套等原因,真正与入世后我国的市场经济体制相配套、具有竞争激励机制、科学的职称管理体制尚未建立起来。因此,深化职称改革势在必行。
China’s professional and technical job appointment system started in 1986, has gone through 16 years of history. As an important part of personnel work, job title reform firstly opens up a gap in the traditional personnel management system. The hard exploration over the past decade has resulted in the formation of more standardized systems and procedures in job setting, review and appointment, and post-employment management, and achieved remarkable results. However, it can not be questioned that due to the influence of the existing system, the shackles of the old ideology and the incompatibility of various reform measures related to the reform of job title, China’s market economy system is truly compatible with and competitive with China’s accession to the WTO Incentive mechanism, the scientific system of professional title management has not been established. Therefore, deepen the reform of title is imperative.
