实行对外开放是苏联经济改革中的一项重要内容。在地区的顺序选择上,远东是苏联对外开放的第一个地区。特别是在戈尔巴乔夫1988年9月的东西伯利亚之行以后,远东地区的对外开放成了苏联经济生活中的一个热门话题。苏联远东地区的对外开放直接关系到同邻国及太平洋地区国家的经济联系,因此它引起了亚太地区特别是东北亚地区国家的普遍关注。
The implementation of opening to the outside world is an important part of the Soviet economic reform. In the order of the regions, the Far East was the first region to open to the Soviet Union. Especially after Gorbachev’s trip to Eastern Siberia in September 1988, the opening to the Far East became a hot topic in the economic life of the Soviet Union. The opening to the outside world of the Far East of the Soviet Union is directly related to its economic ties with neighboring countries and countries in the Pacific region. Therefore, it has caused widespread concern in the Asia Pacific region, especially in Northeast Asia.
