1 基本概况商丘市地处豫、鲁、苏、皖四省结合部,为黄淮冲积平原。辖梁园区、淮阳区、永城市、夏邑县、虞城县、柘城县、宁陵县、民权县和睢县等6县2区1市。气候温和,地势平缓,地形由西北向东南倾斜,海拔高程在30～70m之间,地面比降为1/5000～1/7000。由于历史上黄河屡次决口、泛滥以及自然灾害的影响,形成众多带形、碟形洼地和滩地,造成水流不畅,局部地下水位较高,导致土壤盐渍化。全市河流分属南四湖、涡河、洪泽湖三大水系,多呈西北东南流向,均为季节性、雨源型河流。汛期遇大暴雨时河水猛涨,
