2001年9月3日,江苏省政府办公厅收到国家信访局转来的一封举报信函。信中反映省民政厅擅自将2600万元农村社会养老保险基金拆借给海南赛格公司,至今未能收回。同时,还转来国务院总理朱基的重要批示,责成江苏省纪委、监察厅彻底查清此案,并依法依纪处理。随后,中央纪委又转来内容相同的信函,要求江苏省纪委查报结果。对此,省委、省政府高度重视,要求由省纪委牵头,省市检察机关派人参加,组成专案组,迅速进行调查。2002年3月21日,此案的主要责任人江苏省民政厅副厅长程韶韵被“两规”,案情很快水落石出。随着调查的步步深入,程韶韵的其他问题也逐渐浮出了水面,一个专横霸道、恣意妄为、以权谋私、敛财掠色的丑恶嘴脸彻底暴露……
