党的一个时期的基本路线和基本任务,决定了不同时期群众工作的方向和任务,以及工作重点、工作内容和形式。长期以来,群众工作始终围绕党的中心任务,不断地调整变化和发展,为实现党的目标任务发挥了极其重要的作用,成为党在革命和建设、改革开放各个时期的重要工作领域和重要力量。站在新的历史起点上,我们必须用“以人为本”的执政理念来指导新时期的群众工作,把群众工作不断的推向前进。
