关于城市基层社会治理的新探索,我的一个基本看法是,我国过去十多年形成的城市社区治理模式,尤其是上海等特大城市的社区治理模式,既不是传统单位制的当代再造,也不是一元行政管理体制的简单膨胀。这个模式的转型还在继续,并开始从深层次触及正在推进中的国家治理体系和治理能力的建设问题,比如“单位制”退场以后,国家与公民个体间联系的“中介”如何构建,社会管理体制和社会治理体制相互之间如何协作等问题。
