2005年我国将继续深化经济体制改革,努力消除制约经济健康发展的体制性障碍。要把深化改革作为当前巩固和发展宏观调控成果的根本措施,作为解决经济运行深层次矛盾和问题的治本之策。要继续加强对改革工作的总体指导和统筹协调,对有关部门为主推进的改革,要主动配合,加强协作。对由发改委牵头的改革,力争在一些关键环节上取得突破。 一、加快垄断行业管理体制改革步伐 要完善电信、电力、民航等行业改革措施,扩大市场准人范围,制定相关配套政策及措施,适时出台邮政体制改革方案,抓紧制定铁路体制改革方案,完善烟草行业管理体制,推进供水、供气等城市公用事业的市场化进程,加强对垄断行业和垄断行为的监管及法律体系建设。
