我国创建经济特区的目的,并不只是为了经济特区本身的发展,更重大的意义在于通过经济特区的发展,充分发挥它对全国其他地区发展的推动作用和辐射功能。如果说,邓小平理论是建设有中国特色社会主义理论,那么,经济特区则是建设有中国特色社会主义事业的排头兵。特殊优惠政策不是经济特区最本质的特色。超前创新是经济特区生命力的根本所在。
The purpose of establishing special economic zones in our country is not merely for the development of the SEZs. What is even more significant is that we should give full play to their role in promoting development in other parts of the country and their radiation functions through the development of special economic zones. If we say that Deng Xiaoping Theory is a theory of building socialism with Chinese characteristics, then the special economic zones are the vanguard of the cause of building socialism with Chinese characteristics. Special preferential policies are not the most essential features of the SEZs. Pre-innovation is the essence of the vitality of the SEZs.
