新亚欧大陆桥通而不畅,主要表现为:一是沿桥各国之间过境通关时间长而且不确定;二是沿桥各国之间过境通关、办理手续所依照的法规和程序不同,加大了沿桥通行难度;三是沿桥各国之间过境通关所需的海天税费、边境查验费、卫生检疫费、商品检验费和运杂费等项目繁多不明而且偏高。造成新亚欧大陆桥通而不畅的深层次原因,一是沿桥没有国际陆港;二是没有统一并且共同遵守的国际运输法规和惯例;三是没有统一的海关、边检、检疫、商检等部门的申报程序、税率和费用。
