开放大学是我国唯一一所没有围墙的巨型大学,它面向社会成员招生,办学网络覆盖全国城乡,以促进全民终身学习、构建继续教育体系、推进学习型社会建设为办学宗旨,秉持“开放、责任、质量、多样化和国际化”的办学理念,以现代信息技术为支撑,构建了国家开放大学、省级分部、地方学院和区县学习中心办学体系。基于这样一个新型大学体制和框架,地方学院的办学责任和职能则成为桥梁枢纽,承上启下。本文作者试通过对开放大学地方学院办学理念及建设架构的分析,探索地方学院的办学运行管理机制,寻求开放大学地方学院在招生、教学、管理及服务方面的有效途径和方法,进而通过建立科学而方便操作的运行机制来推动地方学院向前健康发展。
