科学上的突破性成果的出现率并不与研究预算、科学家人数及科学家发表的论文数同步增长。科学技术研究活动的正确管理的首要条件是发现那些最有可能得出突破性成果的人才。伟大的工业发明都是出自那些获得相当大的自由研究权利的发明家和土程师之手。有75%的人宣称他们的最重要的发现都是在他们研究其他某个与此发现似乎无关的问题时获得的。在评价探索性研究时不能以成败论英雄。“研究人员必须在试验了许多不成功的设想之后才有可能碰上一个成功的设想”。文章提出十种研究策略破,其中包括“敢为天下先”、“最大限度地进行对照实验”和“从相反的角度来考虑一项发现和发明”等。
The rate of scientific breakthroughs does not coincide with the research budget, the number of scientists and the number of papers published by scientists. The first condition for proper management of science and technology research activities is to identify those who are most likely to achieve breakthrough results. Great industrial inventions come from the inventors and soil engineers who have enjoyed considerable freedom to study. Seventy-five percent of people claim that their most important findings were obtained when they looked at one other issue that seemed unrelated to the findings. Heroes of success or failure can not be evaluated in exploratory research. “Researchers have to experiment with many unsuccessful scenarios before they are likely to hit a successful scenario.” The article puts forward ten kinds of research strategies broken, including “dare to be the best in the world”, “to maximize the control experiment” and “from the opposite perspective to consider a discovery and invention” and so on.
