Since Shanghai took the lead on September 1st, 2000 and implemented the reform of urban residential residential power systems, Liaoning, Fujian, Beijing, and Tianjin have been gradually implemented. In November 2008, the Hebei Provincial Price Bureau and the Hebei Provincial Department of Construction issued the Interim Measures for the Administration of the Construction of Electric Power Facilities for Newly-built Residential Districts in Cities and Administrative Districts in Hebei Province (No.39 [2008] No.39), which was decided in Hebei Province. The district and city districts shall be set up to implement the unified charging and unified construction measures for the power facilities of new residential districts. From the perspective of implementation, the power grid company has its power supply capacity, power supply mode, and power supply.
