由我院和大连、上海海上安全监督局共同承担的“海上安全监督系统(海监)机构设置和编制标准研究”课题,于今年7月在大连棒棰岛宾馆通过了交通部人劳司组织的部级鉴定。由中央编委、上海市编委、交科院、部人劳司、科技司、安监局、部分海监局、长江港监局、上海海院、大连海院的专家、领导组成的评审组认为:本课题在广泛调研的基础上,首次对海监系统机构编制管理的历史和现状作了科学的总结和概括,具有鲜明的行业特色;本课题研究以系统工程的基本原理为指导,以行政管理学、组织管理学和应用数学为理论基础,由行政与专家相结合进行研究,成果具有突破性;编制标准的模块化结构实用性强,具有先进性,达到国内先进水平。
