同光之交,云贵总督岑毓英以“易勇为兵”之法,将云南的勇营队伍进行整编,纳入绿营军事体制。云南的“易勇为兵”远非云南一隅的军政兴革所能涵盖,隐伏着朝廷以及部分政治势力试图利用绿营军制改造勇营,进而彻底解决勇营的政治目的,故得到朝廷的支持,并得以在全国推行。但由于多数督抚的抵制,“易勇为兵”之成案并未畅行全国;即便在云南一隅,重建后的云南绿营虽得以维持经制地位于不坠,却变动频繁,难复旧观。“易勇为兵”成案的流产,昭示着论时论政都不能从旧制中寻求救时救世的药方。
