奥运会主办国邮票上的奖牌挪成具有开展冬季运动得天独厚的自然条件,参与冬奥会的历史悠久,业绩辉煌,在前16届冬奥赛事中,64块金牌在握的挪成,曾6次荣登金牌、奖牌和总分第一。仰仗上述“资本”,挪威在纪念1994年利勒哈默冬奥会邮票中,1989—1993年率先发行《迎第17届冬奥会·挪威历届冬奥金牌运动员》系列,开辟了在主办国邮票上宣传本国奥运会成绩的先河。5年中,23名挪威冬奥会金牌选手的形象依次跃然方寸,每种小全张邮票溢面值发售,旨在促进奥运事业的发展(图32)。
