随着东北老工业基地逐渐复苏,辽宁经济快速发展,加快推进新农村建设的目标,因此涉及省直水库库区建设项目逐渐增多、水事纠纷和违法案件也越来越多,处理的难度也日益加大,给水行政执法工作带来一些困难。文中结合辽宁省省直水库库区水行政执法的实际,分析了当前水行政执法中存在的主要难点,例如库区的管理范围界限不清、“三无”船只、库区水政执法人员少、水库周边群众法律意识淡薄、水行政执法机制建设与队伍发展问题等,并对此一一提出了改进的建议和对策,来促进我省水利事业健康发展,确保水库安全运行、营造水库良好的水事秩序。
