林业跨越式发展的实质是以可持续发展理论为指导,以重点工程建设为主要途径,以体制创新和科技创新为动力,加速由传统林业向现代林业转变,缩小与世界林业发达国家的差距,使我国林业早日跨入可持续发展的新阶段。现提出了林业跨越式发展的内涵和必然性,并进一步阐述了林业跨越式发展的具体措施。
