2011年全国两会召开在即,由工信部牵头制定的《节能与新能源汽车产业发展规划(2011～2020年)》目前正在各大部委会签,最迟会在全国两会后公布。作为“十二五”开局之年,各地都在下大力气谋划战略性新兴产业的发展蓝图。2010年重庆两会期间,市政协经济委、九三学社重庆市委提交了《关于加快重庆新兴产业发展的建议》集体提案,黄奇帆牵头督办。2010年9月10日,黄奇帆在市政协重点提案督办会上详细阐述重庆战略性新兴产业“l+3+3”的总结构:
In 2011, the two sessions of the National People’s Congress will be held shortly afterwards. The “Energy-saving and New-energy Vehicle Industry Development Plan (2011-2020)” led by the Ministry of Industry and Information Technology is currently being signed by major ministries and will be announced after the two sessions at the latest. As the first year of the 12th Five-Year Plan, all localities are making great efforts to plan the blueprint for the development of strategic emerging industries. During the 2010 Chongqing two sessions, the City Committee of Economic Committee, Chongqing Municipal Committee of Jiu San Society submitted a “proposal on accelerating the development of emerging industries in Chongqing,” the collective proposal, Huang Qifan led the supervision. On September 10, 2010, Huang Qifan elaborated on the overall structure of strategic emerging industries in Chongqing at the Supervisory Meeting of Key Proposals of the CPPCC: “l + 3 + 3”
