2004年伊始,巴基斯坦和阿拉伯国家媒体相继报道,印度和以色列计划联合研制可携带核导弹的战略核潜艇。尽管印度国防部和情报部门官员对这一合作项目的前景及类似合作本身的可能性问题存在不同的看法,但上述报道并非空穴来风,印、以两国在2003年9月就达成了联合研制核潜艇的意向。印、以两国都有发展核潜艇的意愿,都拥有研制核潜艇的基础,所以合作也就“水到渠成”。
At the beginning of 2004, Pakistani and Arab media reported one after another that India and Israel planned to jointly develop a strategic nuclear submarine capable of carrying nuclear missiles.
