东汉光武年间,有一位颇有名望的清官,姓董名宣,字少平。陈留圉(今河南省杞县)人。他不阿权贵,为官清廉,执法如山,其高风高节为世人所传颂。汉光武帝刘秀年间,居住在洛阳城的皇亲国戚,骄奢淫逸,专横跋扈,连他们的家奴也狗仗人势,胡作非为,百姓敢怒不敢言。为了扭转这一局面,光武帝召董少平为洛阳令,以约束皇亲权贵们的不法行为。董宣到任不久,有人向他控告:湖阳公主(光武帝的姐姐)的心腹恶奴在光天化日之下行凶杀人后躲藏在公主府中。董宣闻讯,即派衙役在公主府第附近秘密监视,以伺机捉拿杀人恶奴。
