城镇化具有推动政府财产税以及土地出让金等财产性收入增长的功效,同时,财产性收入也对城镇化发展产生重要影响。本文通过理论和实证模型验证了两者的互动关系。从财产性收入对城镇化的影响来看,财产税收入对我国城镇化有正向促进作用,且对土地城镇化的促进作用明显大于对人口城镇化的促进作用;而土地出让收入对城镇化的影响则是先促进后阻碍。针对这一结论,本文认为改革土地财政制度、完善财产税制度是推进以人为核心的城镇化的重要内容。
Urbanization has the effect of boosting the growth of property income such as government property tax and land transfer fees. At the same time, the property income also has an important impact on urbanization. This paper verifies the interaction between the two by theoretical and empirical models.
