2000年11月16日国家邮政局下发了《关于做好“圣诞节快乐”、“新年快乐”邮资信卡销售工作的通知》(下简称《通知》)。邮资信卡是我国邮政业务又一新型品种,由于其设计新颖,有一定的艺术性,且使用方便,与明信片相比具有保密性,更易于客户接受。通知规定: 国家邮政局自2000年12月1日起发行编号为XK1 “圣诞节快乐”,XK2“新年快乐”邮资信卡,其邮资图均标注国内邮资已付(平信)字样;《通知》要求邮寄时不分本、外埠。由此这种新型邮政用品得以面世(图1)。但由于邮资信卡上的邮资图标注的是“国内邮资已付(平信)”字样,故而使得邮局工作人员一时间也不好认定这种“平信”到底是按信函0.8元资费还是按明信片0.6 元资费。因这两种资费都在“平信”范畴之内,这种看似
On November 16, 2000, the State Post Bureau issued the “Notice on Doing a Good Job of Merry Christmas” and “Happy New Year Postage Letter Card Sales” (“Notice” for short).
