郭庄镇位于秦淮河流域的赤山湖圩区,有近万亩水面和4.8万亩耕地,堪称“鱼米之乡”,仅每年向国家提供的商品粮就占全县的十分之一。但是高产量并没有给郭庄人带来高收入,单纯的农业经济却使郭庄人多年来一直背着“高产穷乡”的重负。直到1990年,全镇工农业总产值不过5400多万元,人均收入不过600多元,许多农民还在靠“鸡屁股银行”过日子。“穷则思变,变则通达”,怎样甩掉“穷”字,使郭庄人走上致富的道路,是摆在郭庄广大干部、群众面前的一项艰巨任务。郭庄人通过冷静分析自己的过去,深入思考自己的未来,通过全镇人民的不懈
