社会主义精神文明建设,除了靠发展经济,加强物质文明建设:靠健全法制,加强民主法制建设;靠提高国民素质,加强思想道德文化建设;还有一条,就是要靠广大干部,首先是各级领导干部以身作则。这也是邓小平同志提出的要求,是进行社会主义精神文明建设所必须认真贯彻的一个重要方针和方法,并且是关键的一条。
