我国行政问责制萌芽于非典危机,发展于政治体制改革,现已成为新一轮政治改革的亮点,但是在问责主体、问责客体、问责事由和问责程序方面存在进一步完善的地方。在实际运作中,如果不以制度保证,行政问责制也有可能被扭曲、变形,以致沦为选择性惩罚以防止责任范围扩大甚至掩盖更大责任的工具。
