“广义”水价:广义上的水价应能够补偿水的供给和耗用、污水处理等全部人为的控制过程所需的费用。过去有些费用,尤其是污水处理过程中所消耗的费用,仅有一部分作为污水费得到补偿,而大部分划入社会费用,供水、用水双方都不负担。因此,水质逐渐恶化,水资源渐趋枯竭。鉴于这种情况,今后制定水价政策时建议考虑广义上的水价。
“Generalized” water prices: Water prices in a broad sense should be able to cover the costs of all man-made control processes such as water supply and consumption, sewage treatment and so on. In the past, some costs, especially the cost of sewage treatment, were only partially compensated for sewage charges. Most of them were not included in social costs, water supply and water supply. As a result, water quality is deteriorating and water resources are depleting. Given this situation, it is proposed to consider the water price in a broad sense when formulating the tariff policy in the future.
