安全是人类永恒的主题,是人类最基本,也是最重要的要求。安全可以分为三个维度,涉及人类生存发展的人类安全、涉及国家长治久安的国家安全、涉及个人身生命财产的个人安全。安全的内涵是随着人类社会的发展不断演化和拓展的。网络安全是随着网络和信息技术产生和发展,人类社会进入信息社会后出现的安全新议题,其产生的影响可横跨安全的三个维度,直接或间接影响着人类生存、国家安全、社会稳定和个人权益。
