计划调节和市场调节的结合是随着社会主义经济条件的发展而臻于完善的。……在当前情况下,过份强调计划调节和市场调节的某种理想化结合是不切实际的。虽然计划调节和市场调节并存于现实经济生活中,作为现实经济生活的调节器,引导着社会资源的合理配置,但在现实经济生活中,计划调节的长远目标与市场调节的短期目标并不一致,计划调节主体和市场调节主体之间必然存在着矛盾。
The combination of plan adjustment and market regulation has been perfected with the development of the socialist economic conditions. ... In the present circumstances, it is impractical to place too much emphasis on some idealized combination of planning and market regulation. Although both plan adjustment and market regulation coexist in real economic life and serve as a regulator of real economic life and guide the rational allocation of social resources, in the real economic life, the long-term goal of adjustment of plans is not consistent with the short-term goal of market regulation. There must exist contradictions between the main body of regulation and the main body of market regulation.
