内蒙古旗、县以上党委普遍建立了以党委书记为核心的写作小组(到1959年12月中旬为止,已成立写作小组一百一十七个)。不少领导周志带头给党报和党刊写稿。据不完全统计,从一九五九年八月到十月,各级党委(包括党组)负责同志和写作小组的成员,给内蒙古广播电台撰写新闻、评论等三百七十多篇;自治区党委各部委和自治区一级机关负责同志,给内蒙古日报撰写的社论四十多篇。有的写作小组还组织本部门的写作力量,经常有计划地供给内蒙古日报成组的报道。如内蒙古粮食厅写作小组每次研究和制订报道计划的时候,都吸收这个厅的通讯小组的同志参加,并且分工合作,让通讯小组的成员写消息和通讯,写作小组的领导同志写评论。由于很多稿件都经过集体研究和修改,报道质量比过去大为提高。
Party committees above the county level in Inner Mongolia generally set up a writing group with a party secretary as the core (up to December 1959, 117 writing groups have been set up). Due to the collective research and revision of many articles, the quality of the reports has been greatly enhanced.
