为更好地推进“数字海洋”上海示范区建设,真正履行上海市海洋局的职责,本文分析了当前本市海洋信息化现状和“数字海洋”上海示范区建设推进过程中存在的问题,提出未来五年支撑海洋业务的海洋信息化建设规划设想,探讨如何适应本市海洋系统现有条件、通过充分利用已有信息化资源、开展网络、数据和应用平台建设,初步搭建海洋信息化框架体系,达到支撑政府职能转变、行业基础管理和社会公共服务的预期目标。
In order to better promote the construction of the “Digital Ocean” Shanghai Demonstration Area and really fulfill the responsibilities of the Shanghai Municipal Bureau of Oceanography, this paper analyzes the current status quo of oceanographic information and the existence of “Digital Ocean” in the construction of Shanghai Demonstration Zone , Put forward the plan of marine information construction plan for supporting marine business in the next five years, discuss how to adapt to the existing conditions of the marine system in this Municipality, make full use of existing information resources, carry out the construction of network, data and application platforms, Information framework system, to support the transformation of government functions, industry-based management and social services expected goals.
