本省以往秋征入库,已有集体送粮,订立合同,并收到不出事故,节省时间与费用,保证粮食普遍良好,实现国家征收入库制度的经验;但也有对劳动人民的觉悟性与组织性,估计不足,放弃组织领导,酿成秩序混乱,造成广大劳动人民费时误工,多花运费,以致去年会发生死亡七人,轻重伤二十六人的沉痛事故;而且粮质好坏不齐,发生虫害霉变,甚至违背征收入库制度,设小库打埋伏,错帐漏数等严重教训。今年秋征入库,必须接受上述经验教训,要求按计划、有组织、有秩序、有指挥的送粮入库,作到粮质普遍良好,严守国家征收入库制度。为此,特作如下指示:(一)秋征入库计划,粮质标准及征收入库制度,应予切实掌握:
