突发事件的谣言传播形态各异、危害甚烈,对社会稳定造成极大影响,因此扼制和治理突发事件的谣言传播是公共管理的重要课题之一。本文认为,突发事件的谣言治理需要从微观和宏观层面同时入手并施,并需要树立“程序”观念,设置科学合理的程序提升辟谣效果。最后本文分析了7W传播模式,并指出因循7W模式,设置科学的程序能够有效地扼制谣言传播。
The spread of rumors of emergencies varies widely and endangers the social stability greatly. Therefore, it is one of the important topics of public administration to control and manage the spread of rumors of emergencies. This article argues that the rumor governance of emergencies needs to be started at the same time from the micro and macro level, and the idea of “procedure” needs to be established, and a scientific and reasonable procedure should be set up to promote the effect of denial. Finally, this paper analyzes the 7W mode of transmission, and points out that follow the 7W mode, set up a scientific program can effectively curb the spread of rumors.
