1月3日,山东省汶上籍农民工吴林来到山东省建筑工程管理局,从有关负责人手中接过国务院颁发的一本红彤彤的《政府特殊津贴证书》。干了二十多年瓦工的他,成为山东省建筑行业二百多万名一线工人中唯一享受国务院特殊津贴的人,也是山东省建筑行业350万从业人员中唯一获此殊荣的农民工。国务院政府特殊津贴制度始于1990年,是我国为奖励有重大贡献和取得突出业绩的专家、学者、技术人员而设立的。按照原先的规定,获奖者必须具有“高级专业技术职称”。自2008年起,为提升产业工人队伍的整体素质,国家也把具有高超技艺和精湛技能的人才,纳入了享受政府特殊
