秦沈线是利用世行贷款项目 ,为满足世行专家的审批 ,调查小组采取了深入地方召开小型座谈会、填写民意调查表及发放有关资料信息相结合的形式 ,使公众对项目有了全面了解 ,从而减轻了由于政府强制搬迁带来的压力 ,缓解了受影响人的对立情绪。调查结果表示沿线政府和人民群众支持该项目建设 ,希望项目早日开工。由此看出重视公众参与工作是顺利开展项目建设的重要前提
The Qinshen Line is a World Bank-financed project. In order to satisfy World Bank experts’ approval, the investigation team has taken the form of a combination of in-depth local convening of small-scale symposiums, filling in public opinion survey forms, and issuance of relevant information and information, so that the public has comprehensive plans for the project. Understanding, thereby reducing the pressure caused by the government’s forced relocation, eased the opposition of the affected people. The survey results indicated that the government and the people along the line supported the construction of the project and hoped that the project would start as soon as possible. From this we can see that attaching importance to public participation is an important prerequisite for successful project construction
