黄菊副总理在一次讲话中指出,当前,我国经济发展正处于经济周期的上升阶段,交通运输瓶颈制约又在显现,交通基础设施仍比较薄弱,地区和城乡差距依然明显。原油、煤炭港口吞吐能力不适应市场需要,进口原油运输出现了“压船”现象,煤炭运输出现“船等煤”现象;外贸集装箱船舶运力和泊位紧张。
Vice Premier Huang Ju pointed out in his speech: At present, the economic development of our country is in the ascendant stage of the economic cycle. The bottleneck of transportation is showing again. The transportation infrastructure is still relatively weak. The disparity between regions and between urban and rural areas is still obvious. The handling capacity of crude oil and coal ports did not meet the needs of the market. The phenomenon of “pressure vessel” appeared in the transportation of imported crude oil and “coal of ships” appeared in the transportation of coal; the capacity and the berth of foreign trade container ships were tight.
