在辞旧迎新之际,迎来了中央纪委第五次会议的召开。在这会议的前后,中央作出了反腐工作的许多新举措,形成了一个围剿腐败的高压态势,反腐败斗争进入了体系反腐的新阶段。一、制定颁布《实施纲要》。中央纪委专门组织力量,通过深入研究、广泛征求全党意见,终于形成了《关于建立健全惩治和预防腐败实施纲要》,并由党中央正式颁布实施。《纲要》的显明特点,就是形成了防治腐败的综合体系。它既是一个着眼全局的体系,又是一个遵循规律的体系,还是一个注重预防的体系,更是一个依靠民主、法制和德治多管齐下防治腐败的体系。
On the occasion of welcoming the old to the new, ushered in the convening of the Fifth Session of the Central Commission for Discipline Inspection. Before and after this meeting, the CPC Central Committee made many new measures to combat corruption and formed a high-handed posture of encircling and suppressing corruption. The fight against corruption has entered a new phase of anti-corruption in the system. First, enactment promulgated the “Implementation Outline.” The Central Commission for Discipline Inspection devoted its efforts to organizing and extensively soliciting the opinions of the entire party through extensive research and finally formed the “Outline for Establishing and Perfecting the Implementation of Punishing and Preventing Corruption,” promulgated and implemented formally by the Central Party Committee. The obvious feature of the “Outline” is that it has formed a comprehensive system of prevention and control of corruption. It is not only a system that looks at the overall situation, but also a system that follows the law or a system that focuses on prevention. It is also a multi-pronged system of corruption prevention that relies on democracy, the rule of law and virtue.
