住房金融是住房制度中的重要因素和环节,一个国家住房金融模式是否适应其国情发展,是否完善,对于解决居民住房消费融资问题、促进产融互动、提高人民生活水平、构建社会主义和谐社会具有重要意义。目前,世界上主要存在三类代表性的住房金融模式。而我国属于混合型的过渡的阶段。住房金融模式整体上存在两大问题:服务对象不明晰导致的不公平问题以及证券化程度低导致的市场效率低问题。本文针对这两个问题,提出了应不断推进住房金融模式的层次化及证券化的整体构思,这对完善住房金融整体模式具有重要的创新性的意义。

There are two major problems in the housing finance model as a whole: the unfairness problem caused by the unclear service targets and the low market efficiency caused by the low degree of securitization. In view of these two issues, this article puts forward the overall concept of promoting the layering and securitization of housing finance model. This is of great significance to improving the overall mode of housing finance.
