一、基本情况和存在问题 信阳位于淮河流域,气候温和,雨量充沛,水产资源丰富,渔业可利用水面114万亩,约占全省三分之一。1994年利用总水面96. 8万亩,水产品产量5.85万吨,总产值3.25亿元,占农业总产值的4. 3％,水产业已成为农民脱贫致富的一项重要产业。近年来,虽然取得了很大成绩,但与省内外发达地区相比,仍有很大差距,存在的主要问题是:
