1998年7月25日,北京市怀柔县卫生局药品监督执法人员接到村民举报,有几个不明身份的人给村民检测疾病,并以40元1瓶的价格,售给患者药品。接到举报后,执法人员立即赶赴现场,但那几人已闻风而逃。8月1日,执法人员又接到村民举报,反应前几天那几个行医卖药的人又出现于怀柔镇王化村。执法人员立即做好了周密部署,火速赶到现场,游医药贩终于落网。
