企业,尤其是大中型企业,通过实施“科教兴企”,实现机械工业整体发展转移到科技进步,全面提高全员劳动素质的轨道上来,对企业发展和行业振兴,具有战略意义。本文结合太重集团公司实际,对实施“科教兴企”战略,贯彻《机械工业部关于实施科教兴企的决定》谈几点看法。 一、实施“科教兴企”要转变思想观念,把“科学技术是第一生产力”的思想,真正落到实处。企业领导者必须有很强的科技意识和人才观念,视企业的科技进步与人员素质的提高为企业生存发展的根本所在。那种认为“远水解不了近渴”,只重投资,上项目,单纯走外延发展的短期行为和思想定势必须改变。企业在制订中长期发展规划时,在科技、教育这两方面要舍得下本钱,在社会主义市场经济条件下,企业的竞争力不在于产量和规模,而在于产品的质量和技术含量,归根到底在于企业的人才素质和技术水平。前者靠教育,后者靠科技,作为企业领导者必须有这两方面的意识。企业要走出高投入,低产出,效益不好的困境,必须依靠科技进步和提高全员素质,这是企业发展和振兴的必由之路。
Enterprises, especially large and medium-sized ones, have achieved strategic significance by implementing “science and education to raise the level of enterprises”, realizing the overall development of the machinery industry and transferring to scientific and technological advancement, and comprehensively improving the overall quality of employees’ work. This is of strategic importance to the development of enterprises and the rejuvenation of the industry. This article combines the actual situation of the Taizhong Group Company and discusses the implementation of the strategy of “invigorating enterprises through science and education” and implements the “Decision of the Ministry of Machinery Industry on the Implementation of Rejuvenation through Science and Education”. First, the implementation of “science and education to rejuvenate enterprises” must change their ideological concepts, and truly implement the idea that “science and technology are primary productive forces.” Business leaders must have a strong sense of science and technology and a sense of talent. The company’s scientific and technological advancement and the improvement of the quality of personnel are fundamental to the survival and development of the company. The kind of thinking that “there is no way to hydrolyze near thirst,” only invests heavily in projects, and the short-term behavior and ideological trend of simply taking the epitaxial development must change. When enterprises formulate mid- and long-term development plans, they must be willing to pay for their capital in both science and technology and education. Under the socialist market economy, the competitiveness of enterprises does not lie in the output and scale, but in the quality and technical content of products. It lies in the quality of the company’s talent and technical level. The former rely on education, the latter rely on science and technology, and as business leaders must have these two aspects of consciousness. Enterprises must embark on the dilemma of high investment, low output, and poor efficiency, must rely on scientific and technological progress and improve the quality of all employees. This is the only way for the development and revitalization of enterprises.
