我县小学有90％以上分散在农村，在小学交乡（镇）直接管理以后，我们打算集中力量加强对农村小学的业务领导：一、建立业务系统：第一、协助区中心小学督导全区小学的工作，以补县、区领导的不足。第二、每乡确定一所中心小学，协助乡督导全乡小学的工作。第三、根据乡的大小及学校多少，划若干个辅导区；各辅导区选出一个能力较强的小学校长，具体辅导各小学的业务工作。
