以公用物料中的用水管理优化为切入点,进行炼油企业运营成本的控制研究。利用相对污染指数法对用水资源进行分类,以新鲜水用量最小化为目标,建立了炼油企业用水管理优化模型。通过在150万吨/年规模的炼油企业应用本模型方案,用水量可降低52.33%,废水量下降81.82%,节约运营成本629.09万元/年。实施用水管理优化、加强运行成本控制,是提高炼油企业环境与经济效益的有效手段。本研究还为炼油企业对其他公用物料和能量进行精细化管理,从而实现全面的运营成本控制提供了有益的借鉴。
Taking the water management optimization in public goods as the breakthrough point, the controlling research on the operating costs of the oil refining enterprises is carried out. Using the relative pollution index method to classify the water resources, and to minimize the amount of fresh water, the optimization model of water management in oil refineries was established. Through the application of this model scheme to the refineries of 1.5 million tons / year, the water consumption can be reduced by 52.33%, the amount of waste water decreased by 81.82% and the operating cost can be saved by 6.2990 million yuan / year. The implementation of water management optimization, to strengthen the control of operating costs, is to improve the environmental and economic efficiency of oil refining enterprises an effective means. The study also provides a useful reference for refining enterprises to refine the management of other public goods and energy, so as to realize the overall control of operating costs.
